This is a senior management administrative position in the City's Information Technology (IT) department. Performs responsible administrative/managerial work in directing the strategic activities of the City's Information Technology function. Directs and manages computing and information technology strategic plans, policies, programs and schedules for business and finance data processing, computer services, network communications, and management information services to accomplish organizational goals and objectives. Consults with and advises the City's IT Steering Committee. This position reports to the City Manager's office.
Hiring Range: $97,135.74 - $130,000; DOQ
Essential Duites and Responsibilities:
Direct and manage computing and information technology strategic plans, policies, programs, and schedules for business and finance data processing, computer services, network communications, and management information services to accomplish organizational goals and objectives.
Develop strategic plans and implement the objectives of the information technology needs of the City to ensure the computer capabilities are responsive to the needs of the City's growth and objectives.
Establish organization infrastructure to support and guide individual departments/divisions/sites in computing and information technology efforts.
Establish and implement short- and long-range departmental goals, objectives, policies, and operating procedures for the City's IT functions.
Disseminate recommendations from the City's IT Steering Committee and provide technical expertise to assist with developing/refining the recommendations for IT projects and initiatives.
Present Business Case analyses to the IT Steering Committee and/or the City Manager's Office for approval and prioritization of IT projects and initiatives.
Present relevant information to the City's IT Steering Committee on emerging information technologies that can be assimilated, integrated, and introduced within the City for the development of project solutions.
Report appropriate IT Metrics to the City's IT Steering Committee on a regular basis.
Evaluate overall operations of computing and information technology functions and recommend enhancements.
Prepare enterprise objectives, departmental and capital projects budgets to facilitate the orderly and efficient capture, storage, processing, and dissemination of information.
Develop and establish operating policies and approaches for computing and information technology.
Liaison with senior management to assist in understanding needs related to operations that may be made more efficient and effective through the use of information technology.
Advise senior management on strategic systems conversions and integrations in support of business goals and objectives.
Ensure that the IT function fully supports the goals and objectives of the City's strategic plans.
Review and approve contracts for information technology services and equipment.
Ensure the security and data integrity of the City's information systems, communication lines, and equipment.
Oversee the development, design, and implementation of new applications and changes to existing computer systems and software packages as needed.
Responsible for the development, review, and certification of all back-up and disaster recovery procedures and plans.
Identify emerging information technologies to determine potential value to the City and the best way to assimilate, integrate, and introduce within the organization.
Oversee ongoing improvements and the feasibility of system enhancements.
Identify grant opportunities available to the City related to information technology and city automation; present available grant opportunities to appropriate City executive management and where appropriate prepare (or assist in the preparation of) the grant application.
Recruit, train, supervise, and evaluate department staff.
Serve on planning and policy-making committees as needed.
Attendance at City Commission meetings and other functions may be required.
Member of the City's Emergency Management Operations Team.
Perform other related duties as assigned and/or required.
Regular attendance is an essential function of this position.
Skills / Requirements
Qualifications:
Requires a Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, Business Administration, or a closely related field; a graduate degree in Business or Public Administration, Information Technology Management, or a closely related field is preferred.
A minimum of ten (10) years of progressively responsible experience in the IT field, including at least five (5) years senior management/executive level experience is required.
An equivalent combination of education and experience will also be considered.
Certified Public CIO or Technology Management Certification is a plus.
Verifiable work experience in the strategic planning and execution of departmental activities and technology projects is required.
Experience with the implementation of information technology integrations in a medium to large division/organization is also required.
Must possess a practical understanding of technology fundamentals in order to make the right strategic decisions about the most effective use and deployment of IT resources.
Experience in contract administration, budget development, and personnel management/supervision is necessary for this position.
Must demonstrate fiscal responsibility in preparing and administering departmental and capital projects budgets.
Work requires effective, professional written and verbal communication and interpersonal skills.
Must be able to effectively articulate the need for and use of technology resources to non-technical personnel.
Recent experience in leading an Information Technology department in a non-technical role is desirable.
Proven track record of successful collaboration/communication with other department/division directors and committees.
Experience in working with an IT Steering Committee is preferred.
REQUIRED KNOWLEDGE, SKILLS, & ABILITIES:
Knowledge of information technology computer systems and software and the ability to manage the entire spectrum of information technology operations.
Knowledge of contracting, negotiating, and change management.
Strong leadership skills are required.
Skill in clearly articulating the strategic IT vision to employees and senior management.
Ability to inspire and motivate teams to produce quality materials within tight timeframes and simultaneously manage several projects; ability to execute/meet budgets and project deadlines.
Must possess the ability to plan, execute and supervise department activities and personnel assigned.
Ability to lead, participate in and facilitate group meetings.
Ability to gain consensus and build effective teams.
Ability to establish and maintain effective working relationships with management, employees and City officials.
Ability to communicate effectively, both orally and in writing.
Work requires the ability and willingness to work a flexible schedule.

The employee is occasionally required to sit. The employee must occasionally lift and/or move up to 40 pounds.
Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. The employee occasionally works near moving mechanical parts and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration. The noise level in the work environment is usually quiet to moderately quiet.
