NATURE OF WORK:

This is an executive level management position which reports to the Assistant City Manager of Finance and Administration and leads and manages the City's Finance Department. Responsibilities include the management of the City's financial affairs, including financial reporting, cash management, debt administration, billings and collections, accounts payable, cash management and payroll. Additional duties include supervision, either directly or indirectly of personnel involved in the above activities, and managing the City's assets. An incumbent plans, supervises and evaluates the overall policies and programs of the department, incorporating the functions of accounting, billing and collections, payroll and financial analysis reporting in order to ensure the efficient and effective provision of department services to support the goals and objectives of the City Commission and City Management. The Finance Director advises the City Manager on fiscal policy, handles debt administration and oversees preparation of interim and annual financial reports as a key member of the City Manager's management team. The director will hire, train, and direct personnel involved in the financial operations of the City, while establishing and administering operating policies and procedures pertaining to the conduct of departmental activities. Among other duties, the Finance Director is expected to maintain effective and accurate financial records, establish proper internal financial controls, maintain all financial records and data in an acceptable manner and have all appropriate financial information available for analysis and audit. The Financial Director may conduct presentations before a wide variety of audiences including public hearings before the City commission, pension boards, employee groups, and those having financial interest in the City. The Finance Director is expected to protect the financial interests and integrity of the City, represent the City Manager and Commission with regard to the status of municipal finance, and perform those duties and task as are legally and administratively required. Skills / Requirements

MINIMUM REQUIREMENTS:

Graduation from an accredited college or university with a Bachelor's degree or higher in Accounting, Finance, Business or Public Administration and licensure as a Certified Public Accountant (CPA) in accordance with Florida Statute 473.308. Additionally, qualified applicants must possess a minimum of ten (10) years of financial management experience, five (5) of which must have been in the public sector supervising professionals in the finance and/or accounting field. Additionally, a minimum of 2 years supervisory experience over a large group of professionals, para-professionals, and clerical personnel in a state or local government environment must be demonstrated. The ten (10) years experience must have included responsible experience in the areas of municipal finance, investment strategy and monitoring, capital financing programs, payroll, procurement, information technology, and general accounting. Quantifiable experience in problem-solving, fiscal analysis, and data processing systems programs is essential. Strong knowledge of business and general audit practices and advances in management techniques is needed. This is a position of public trust. PROOF OF EDUCATION must be submitted in the form of transcripts unless degree reflects academic major on its face. Copies of transcripts and degrees may suffice for initial screeing and qualifiction; however, if selected official sealed transcripts will be required. Foreign degrees, certificcates or diplomas require transcript evaluations by American coleges or universities, or a NACES approved transcript evaluation service, which determines reciprocity to education in the United States. Copy of a valid the Florida Certified Public Accountant license must be submitted by the closing date. Applications will be deemed ineligible unless copies of the required documents are uploaded and attached to the application, delivered or mailed to the City of Miami Employment Office by the closing date. If application and corresponding documents are mailed, the envelope must reflect a post mark date no later than the closing date. Department of Defense that demonstrate possession of a combat campaign/expeditionary medal by the closing date. Prior to employment, successful completion of a background investigation will be required, and depending upon the type of position a medical examination may be required.
