NATURE OF WORK:
This is an executive level position responsible for planning, organizing, and carrying out the responsibilities of the internal audit function as specified in the City Charter and Code, and as directed by the City Commission. A high degree of originality, resourcefulness, initiative, ingenuity, judgment, integrity, technical (computer) competence, as well as managerial knowledge and excellent oral/written communication skills are required to effectively perform the duties required of the position. The position's incumbent reports directly to the City Commission.SALARY: SALARY AND BENEFITS WILL BE ESTABLISHED BY CITY COMMISSION RESOLUTION.
The duties of the position include, but are not limited to: establishing policies for all audit functions, developing comprehensive annual and long-term audit plans for evaluating administration's performance of its assigned responsibilities, as well as evaluating the effectiveness of systems of internal control, as it relates to economic and efficient operation of the City, safeguarding of City assets, reliability of financial records, and compliance with City charter, code, statutes, policies, procedures, and other guidelines; reviewing and supervising all audit field work to ensure suitable quality levels; appraising the adequacy of actions taken by operating departments to correct reported deficiencies; ensuring adherence to professional standard of conduct and objectivity in performing audits; including effectively interfacing with all levels of management, commission, the audit committee, while maintaining credibility, objectivity and independence.
Periodically provides the City Commission and the Audit Advisory Committee with reports on audit coverage and result's of audit activities. Coordinates all external audits of the City, develops the department's budget, attends meetings to present departmental budget, activity reports, and plans for future development of audit activities. Hires, maintains, trains, and evaluates auditing staff necessary to accomplish the department's mission, goals and objectives in an effective and efficient manner.

MINIMUM REQUIREMENTS:
In accordance with Section 48(b) of the City of Miami Charter, at the time of appointment the Independent Auditor General (IAG) shall have and maintain an active license, shall be certified under the public accountancy law in Florida, shall have a degree in public administration or in lieu of such degree shall have at least five years experience in public administration and shall have sufficient experience in governmental accounting and auditing practices.All applicants are encouraged to review Section 48 of the City of Miami Charter at the following link: http://library.municode.com/index.aspx?clientId=10933
NOTE:The city commission shall appoint an auditor, who shall be a Certified Public Accountant to serve as the director of the Office of the Independent Auditor General and to be know as the Independent Auditor General. The appointment shall be for a term of four (4) years. During the initial and any/or removal by the City Commission for incompetence, neglect of duty, immorality, drunkenness, failure to obey orders given by proper authority, or for any other just and reasonable cause. PROJECTED AUDITOR GENERAL RECRUITMENT TIMELINE:
- March 2, 2012 to March 12, 2012 selection committee will screen eligible applications to interview and select three (3) finalists.
- March 13, 2012 to March 21, 2012 the selected three (3) finalists will be notified to schedule interview with commission office.
- March 22, 2012 Selected candidates will make a three (3) minute presentation for the City of Miami Commission at Miami City Hall, 3500 Pan American Drive, Miami, Florida 33133. The commission will deliberate with a final decision of the selected candidate for the position.

Department of Defense that demonstrate possession of a combat campaign/expeditionary medal by the closing date. If veteran-s preference is being claimed, questions related to military service must be answered on the application form. To receive disabled veteran-s preference, proof of a permanent service-connected disability or a current (less than 1 year old) letter of disability from the Department of Defense or Veteran-s Affairs that indicates the percentage of disability must be submitted with application. Prior to employment, successful completion of a background investigation will be required, and depending upon the type of position a medical examination may be required.
