ChildNet, Inc. is a private, not-for-profit community-based care (CBC) agency servicing Broward and Palm Beach County. We are contracted with the State of Florida, Department of Children and Families, to provide case management support to abused, abandoned, and neglected children. ChildNet is nationally accredited by the Council on Accreditation (COA) and employs over 450 staff at its location in Ft Lauderdale and West Palm Beach, Florida.

Job Summary: The Contract Manager is a business professional responsible for all aspects of the contracting process including procurement of services through public and competitive processes such as Requests for Applications (RFAs), Invitation to Negotiate (ITNs), and Request for Proposals (RFPs) through contract closeout. The Contract Manager assists the Director of Contracts with special projects; provide ongoing support to existing team members and training to new staff; collects and reviews the credentials of non-contracted services providers and provide ongoing support and technical assistance as needed. The Contract Manager may perform team leader responsibilities and continually review processes to ensure efficiency within the Contracts/Administration Department and makes recommendations to the Director of Contracts.
The Contract Manager acts as the program content expert for assigned providers; monitors and facilitates program effectiveness using quantifiable data and input from service providers, consumers and community stakeholders such as enhanced provider performance, documented program outcomes to evaluates services and assess and identify system service needs and gaps in service delivery.
Conducts procurement pre-planning activities with internal stakeholders in advance of solicitation and contract award actions. Performs market research, conducts formal procurement of program services, determine responsiveness and responsibility of offers; conduct cost or price analysis, including cost breakdown to determine the allowable, reasonable, and allocable pricing. Prepares documentation to conduct debriefing and interviews/negotiation meetings. Assists the Director of Contracts with the necessary preparation in support of contract award recommendations.
The Contract Manager provides guidance to agency staff on contractual requirements, writes and prepares contracts and purchase orders, negotiates contract terms and conditions, and resolves contract disputes in accordance with ChildNet’s policies and procedures and state, federal and local regulations and laws, while working cooperatively to provide quality customer service. This position requires experience in contract management and previous experience working in governmental and non-profit organizations. Administer assigned contracts in accordance with contractual terms and conditions by ensuring compliance with contract deliverables such as schedules, quality, and service delivery. Work collaboratively with subcontractors to ensure proper interpretation of contract provisions; identify and correct areas of non-compliance and provide guidance and technical assistance when necessary. Develops, organizes and ensures contract files are complete and fully documented to meet audit standards; maintain tracking reports for all assigned contracts and agreements.
Knowledge and Examples of Duties
The Contract Manager possesses strong time and project management skills and is competent in contract management functions such as, drafting contractual arrangements based on scope of work outlined in solicitations, processing requests for extensions and/or amendments to existing contracts and grant applications. Possess a high proficiency in MS Office. Utilizes experience and expertise to solve problems and provides recommendations for approval of alternative solutions to disputes while adhering to ChildNet’s policies and procedures, federal, state, and local regulations and laws.

Skill / Requirements
Master’s Degree in Business Administration, Public Administration, or related area of study
Minimum three (3) years Contract Management or Project Management experience with government or non-profit entity
Strong computer literacy including Microsoft Outlook and data entry skills required.
Ability to work with a diverse client population.
Must possess a valid Florida drivers license without any restrictions that would affect job performance.
