Overall Job Objective

Major Functions




NOTE: Telecommunicators work rotating 12 hour shifts, holidays, weekends and emergencies. Mandatory overtime may be required if deemed necessary. Shifts rotate from day to night every four months or depending on the needs of the organization. All applicants are subject to a preliminary background check including criminal history and employment and may be disqualified at any point in the selection process.

Illustrative Duties

Telecommunicator Call Taker:
  • Receives academic instruction in the policies and procedures of public safety call taking via a standardized training program pursuant to FS401.465 in preparation for State of Florida certification examination; receives instruction and certification in cardiopulmonary resuscitation (CPR) and emergency medical dispatcher (EMD).
  • Performs Call Taker tasks which include: Operation of a telephone console having several trunk lines and a number of extensions; Florida Crime Information Center (FCIC) Terminal, computer terminals and entry of calls into CAD system software.
  • Answers all incoming calls and makes proper connections or referrals.
  • Receives calls for service or assistance of a routine and emergency nature and follows prescribed procedures in the handling of the calls, obtaining information and routing the information to the proper person.
  • Records information (incoming and outgoing messages) obtained via telephone and/or other sources (computer) from the public on the appropriate forms.
  • May be required to work overtime shifts as necessary.
  • Attends work on a regular and continuous basis.
  • Must adhere to Federal, State, and Local ordinances.
  • Responds to emergency situations.
  • Performs other duties as assigned.

Telecommunicator I:
  • Receives academic instruction in the policies and procedures of public safety dispatch via a standardized training program pursuant to FS401.465 in preparation for State of Florida certification examination; receives instruction and certification in cardiopulmonary resuscitation (CPR) and emergency medical dispatcher (EMD).
  • Performs all duties of the Telecommunicator Call Taker which include: Operation of a telephone console having several trunk lines and a number of extensions; FCIC Terminal, and computer terminals.
  • Answers all incoming calls and makes proper connections or referrals.
  • Receives calls for service or assistance of a routine and emergency nature and follows prescribed procedures in the handling of the calls, obtaining information and routing the information to the proper person.
  • Handles administrative radio responsibilities on either Law Enforcement or Fire/EMS Tactical radio channels.
  • Records information (incoming and outgoing messages) obtained via telephone and/or other sources (computer) from the public on the appropriate forms.
  • May be required to work overtime shifts as necessary.
  • Attends work on a regular and continuous basis.
  • Must adhere to Federal, State, and Local ordinances.
  • Responds to emergency situations.
  • Performs other duties as assigned.

Telecommunicator Call Taker (Starting Salary $15.82 per hour):
  • Must be a minimum of 18 years old.
  • Graduation from high school or possession of a GED.
  • Must meet State of Florida applicant requirements pursuant to FS 401.465.
  • Must receive (FCIC/NCIC) certification within six (6) months of hire date.
  • Must take and pass state certification examination within one (1) year of hire date.
  • Must successfully complete communications floor training and be assigned to the floor.
  • Successful completion of academic program

Telecommunicator I (Starting Salary $16.62 per hour):
  • Must be a minimum of 18 years old.
  • Graduation from high school or possession of a GED.
  • Must meet State of Florida applicant requirements pursuant to FS 401.465.
  • Must possess FCIC/NCIC certification within six (6) months of hire date.
  • One (1) year of prior field experience as an emergency first responder or Telecommunicator in a public safety agency or one (1) year as a Telecommunicator Call Taker with Volusia County.
  • If not a current Florida State Certified Telecommunicator, successful completion of academic program.

NOTE: If out of state applicant, must meet State of Florida applicant requirements within one (1) year and pass State assessment test.
 
***Selected candidates will be subject to a physical exam, psychological exam and background investigation including a voice stress analysis***
 
Academic Program:
  • Employee is required to demonstrate competency in all topics of instruction with an overall academic minimum passing score of 85%.
  • In addition, employee must successfully obtain the below listed certifications:
    • Emergency Medical Dispatch (EMD),
    • Cardiopulmonary resuscitation (CPR), and
    • National Incident Management System (NIMS) courses IS100.LEb, IS200, IS317, and IS700.
 

Knowledge, Skills & Abilities

  • Knowledge of a wide range of telecommunications equipment that includes telephones, FCIC Terminal and CAD system.
  • Working knowledge of policies and procedures relating to public safety communications.
  • Able to learn and use Florida Crime Information Center /National Crime Information Center (FCIC/NCIC) and Criminal Justice Information Services (CJIS) systems.
  • Able to communicate clearly and concisely with public, coworkers and other agencies including distraught individuals.
  • Able to interact effectively with others.
  • Able to work under stressful conditions.

ADA Requirements:

Physical Demands: Sedentary work. Ability to see, hear, talk, sit, reach, grasp; finger dexterity. Ability to tolerate long-term sitting and use of CRT screen. Ability to work rotating day/night shifts every four (4) months. Ability to work 12 hour shifts.
 
Environmental Demands: Inside work.
 
Mental Demands: Ability to read and comprehend technical and professional journals, manuals, procedures and instructions; maps, layouts, memos, summaries, reports and evaluations. Ability to perform basic mathematical functions. Ability to write compound sentences relaying information, data and details. Ability to speak clearly and concisely. Ability to comprehend and use radio codes and designations.
